Department of Constitutional Law and Municipal Law
Founded in 2007, the Department of Constitutional Law and Municipal Law works within the Institute of Law and Politics. The Department covers 31 academic disciplines including general courses, specialized courses and elective courses. We prepare students to become fully qualified lawyers who value the nature and the social importance of their profession.
Head of Department
Professor Felix Tokhyan, Ph.D., member of the Constitutional Court of RA, member of RAU Academic Board, Honorary Professor of RAU.
Academic Programs
Master’s: Constitutional law; Municipal law, academic supervisor - Prof. Felix Tokhyan.
Ph.D.: Constitutional Law; Municipal Law (certified by Russian Federation), Constitutional law. Administrative law. Public Administration. Municipal Law. Environmental Law (certified by Republic of Armenia).
Academic Staff
Department’s academic staff consists of Armenia’s well-known legal experts and scientists, state body officials, members of the Constitutional Court of RA: Prof. F. Tokhyan (Ph.D.), Prof. G. Harutyunyan (Doctor of Law), Prof. A. Khachatryan (Doctor of Law), Associate professor V. Poghosyan (Ph.D.), Associate professor A. Petrosyan (Ph.D.), L. Alaverdyan, Associate Professor H. Tovmasyan (Ph.D.), R. Khandanyan (Ph.D.), P. Tokhyan.
What we do
  • We constantly improve the educational process and materials;
  • We provide students with contemporary approaches to constitutional and municipal law;
  • We regularly monitor student progress, including  self-learning outcomes;
  • We provide students with opportunities to gain practical experience via internships in state bodies;
  • We encourage students to participate in conferences organized by Department and University;
  • We encourage students to develop a profound theoretical basis and practical skills corresponding to the contemporary needs of the field.
Our Scientific Pursuits
  • Issues of Comparative Constitutional Law and, in particular, Electoral Law;
  • Issues of Judicial Constitutional Process.
Twice a year the Department organizes seminars on the following topics:
  •  Issues of Modern Constitutionalism;
  •  Issues of Municipal Law.
Over the years of prolific work, we have established our own community of young scholars, with 18 Ph.D. students having graduated from the Department, and 19 currently working on their thesis.
