10th International Conference for Young Researchers on International Humanitarian Law Took Place at RAU
 
On October 26-28, the 10th International Conference for Young Researchers on International Humanitarian Law entitled 40th Anniversary of 1977 Additional Protocols to the Geneva Conventions: Confirmed Relevance to the Contemporary Armed Conflicts took place at Russian-Armenian University. The chief academic event in the field of IHL was organized jointly by  Delegation of the International Committee of the Red Cross (ICRC) in Armenia and RAU Department of International Law and European Law.
 
Each year, young scholars from different parts of the world gather at RAU in Armenia to engage in an exciting academic discussion on contemporary issues and perspectives related to International Humanitarian Law (IHL) development. The 10th IHL Conference drew participants from Belarus, Estonia, France, Germany, Greece, India, Italy, Russia, Serbia, Switzerland, Armenia, Poland, Israel, Peru, Georgia, United Kingdom and other countries. At the Conference, the  attendees are given a great opportunity to meet international experts, gain knowledge and experience in IHL, as well as to meet their peers from different countries and create a professional network. 
 
Head of RAU Department of International Law and European Law Lilit Yeremyan, Ph.D., opened the Conference with words of welcome. She emphasized that 2017 was a year of anniversaries for RAU and ICRC and it was a privilege to host the 10th Anniversary IHL Conference for Young Researchers.
 
RAU Vice-rector for Science Prof. Pargev Avetisyan in his welcoming speech highlighted the significance of the event considering the current issues related to international law: border changes, revision of certain principles, ongoing and expanding conflicts. He said that hopefully the new generation of scholars would contribute to IHL in theory and practice and would find solutions to the existing problems in international law. 
 
The 10th IHL Conference embraced the following sessions: Relationship between the Additional Protocols, International Human Rights Law and International Criminal Law; Accountability for Serious Violations of IHL under the Additional Protocols; Children and War; War and the Body, War and the Mind: Legal Analysis; Protracted Armed Conflicts. As Mrs. Caroline Douillez, Head of the International Committee of the Red Cross (ICRC) Delegation in Armenia, mentioned, "This year’s Conference is dedicated to the 40th Anniversary of 1977 Additional Protocols to the Geneva Conventions, the most widely ratified international instruments that served as an important landmark in the IHL development". She also said that the audience had a unique opportunity to listen to the keynote address from the person who had been directly engaged in the drafting of the protocols Mr. François Bugnion.
 
This year, among the Conference guests are Mr. François Bugnion, Member of the Assembly of the International Committee of the Red Cross, author of 50 books and articles and contributor to texts of the 1977 Additional Protocols to the 1949 Geneva Conventions; Mr. Vincent Bernard, Editor-in-Chief of the International Review of the Red Cross, a leading academic journal on humanitarian law, policy and action published by the ICRC and Cambridge University Press and head of the Law and Policy Forum; Mr. Ezequiel Heffes, Thematic Legal Advisor of Geneva Call and author of numerous articles and book chapters; Mr. Michael J. Strauss, Ph.D., professor of International Relations at the Centre d'Etudes Diplomatiques et Stratégiques in Paris; Ms. Anastasia Kushleyko, Regional Legal Advisor for the integration and promotion of international humanitarian law (IHL) in Eastern Europe and Central Asia at the ICRC.
 
Since 2007, the  International Conference for Young Researchers on International Humanitarian Law  brings young researchers to discuss issues related to human rights violation, conflict resolution and international humanitarian and criminal law, military implications and the prospects of IHL development.
